Why R5.0 minimum, R6.0–R7.0 recommended for Beaconsfield.

Honest install practice — why we don't over-stuff batts.
Batts get their R-value from still air trapped in the fluffy fibre structure. Compress an R5.0 batt into an R3.0-sized cavity and it performs like an R3.0 batt — you've paid for R5.0 and got R3.0. We size the batt to the joist depth, not the rated R-value, even if that means a more expensive thicker batt. The cheap operators stuff oversized batts because it's faster on site; the homeowner pays for it forever in heating bills.
Downlights, exhaust fans, and the 200mm clearance rule.
AS/NZS 3000 requires 200mm clearance from non-IC-rated downlights and unflued exhaust fans. We use approved downlight covers (Australian-made Tenmat or similar) to maintain the thermal envelope without leaving fire-risk gaps. About 60% of Cardinia Shire ceiling retrofits we audit have insulation pulled back from downlights with big cold zones around each — we fix this properly.
